Is there any way to figure out what year is meant by just '7'?

    The "XXI, 7." may be referring to a publication where the name was first published or an illustration of the species. This was somewhat common on older European labels on which they would list published work(s) that supplement the physical specimen that they collected.

    Note: The reason I don't think it's part of the date is because typically Roman numerals would be used to indicate the month, but it looks like "May" is already listed on the left.
